Abstract
These Measures provide for rules of supervising producers of food-related products, including compliance with food safety laws, product quality requirements, national standards, and quality and safety management obligations. They define the responsibilities of provincial, municipal, and county-level market supervision authorities and establish principles of territorial responsibility, risk management, random inspection, openness, and impartiality.
The Measures provide for annual inspection plans, routine and special inspections, risk-based supervision, inspection procedures, inspection records, corrective actions, and public disclosure of inspection results. Inspection activities cover producer qualifications, personnel management, production conditions, equipment, raw materials, key production processes, product identification, storage and transportation, testing, recalls, traceability, and handling of quality and safety incidents. The Measures also establish follow-up requirements for non-compliance, administrative penalties, responsibility interviews, quality credit records, personnel training, confidentiality obligations, and procedures for transferring suspected criminal cases to competent authorities.
