Abstract
The purpose of these Measures is to implement the Forestry Law of the People's Republic of China in Guanxi Zhuang Autonomous Region.
The Text is divided into 7 Chapters: General Provisions (I); Forest Operation and Administration (II); Forest Protection (III); Tree Planting and Afforestation (IV); Forest Cutting (IV); Legal Liabilities (VI); Supplementary Provisions (VII).
State owned and collectively owned forest lands may be contracted to units or individuals in accordance with law to engage in forestry production. Forest land use right or forest ownership may be transferred through subcontracting, lease, exchange, etc.
The overall planning of afforestation in the Autonomous Region shall be formulated by the regional competent forestry authorities and shall be reported to the people's government of the autonomous region for approval. The entities or individuals that cut a forest or forest tree shall take effective measures for soil and water conservation.
The remaining articles of these Measures make provision, inter alia, for the establishment of forest ecological compensation funds, the timber business operation (processing) permit, establishment of forest parks and nature reserves, offences and penalties, etc.
