Abstract
These Measures are enacted to ensure the implementation of the Organic Law of the Villagers'Committee of the People's Republic of China and develop democracy at the grass-roots level in rural areas. The Measures consist of 39 Articles divided into 6 Chapters: General Provisions; Composition and Duties of the Villagers' Committees and the Villagers' Groups; Villagers' Assembly and Villagers' Representatives Assembly; Democratic Management and Democratic Supervision; Legal Liabilities; Supplementary Provisions.
The villagers' committee is a grassroots mass autonomous organization of self-management, self-education and self-service of the villagers. It implements democratic elections, democratic decision-making, democratic management, and democratic supervision. The village's committee is responsible for, and reports to the Villagers' Assembly and Villagers' Representatives Assembly. The villagers' committee sets up committees for people's mediation, public security, public health, social security, culture, and education as needed.
