Abstract
These Measures are formulated in accordance with the Forest Law of the People's Republic of China, aiming to fairly and timely handle disputes over ownership of forest and forest land and usage rights, safeguard the legitimate rights and interests of parties, ensure social stability and unity, and promote forestry development.
The Measures consists of 28 Articles divided into 5 Chapters: General provisions; Basis for processing; Processing procedures; Rewards and penalties; Supplementary provisions.
The local governments shall be responsible for dispute resolution. The certificates of ownership or use rights of forests, trees and forest land issued in accordance with the law by the people's government at or above the county level or the Ministry of Forestry shall be the basis for handling forest rights disputes. Evidence for disputes includes ownership certificates and historical documents.
