Measures of Henan Province for implementing the Law of the People's Republic of China on Quality and Safety of Agricultural Products.

The purpose of these Measures is to ensure the quality and safety of agricultural products, maintain the health of the general public, and promote the development of agriculture and rural economy. The Text consists of 48 Articles divided into 7 Chapters: General Provisions (I); Production Place of Agricultural Products (II); Production of Agricultural Products (III); Business Operation of Agricultural products (IV); Supervision and Administration (V); Legal Liabilities (VI); Supplementary Provisions (VII).
The people's governments at or above the county level shall establish and improve the safety monitoring and management system for the production places of agricultural products. The business operators of agricultural products shall be responsible for the quality and safety of agricultural products. In order to enter the market for sales, agricultural products are subject to the quality and safety inspection and spot checks. The animals and plants and their products, which shall be subject to quarantine according to law, the qualified marks and quarantine certificates shall be obtained before being sold.
