These Measures are formulated to protect the rights of owners and users, safeguard forest resources, maintain social order, and promote forestry development. The Measures provide for the principles and procedures for resolving disputes related to the ownership and usage rights of forest resources in Hunan Province, China. Local governments are responsible for handling these disputes based on the nature of the parties involved. For disputes between state-owned and collective units, higher-level governments are involved, while local governments handle disputes between individuals or between individuals and state or collective units. Key principles include adherence to national laws, respect for historical context, and a focus on protecting forests and promoting unity. The Measures emphasize the importance of thorough investigation and mediation before making decisions. If mediation fails, a formal decision must be made by the relevant authorities. The Measures also outline penalties for misconduct, such as falsifying ownership evidence or disrupting the resolution process.
