Abstract
These Measures are formulated in accordance with the Environmental Protection Law. The Measures consist of 25 articles divided into 4 Chapters: Overall Provisions (I); Scope of Application (II); Implementation Procedures (III); Supplementary Provisions (IV).
Article 4 provides for the circumstances under which the competent environmental protection authorities shall implement sealing-up and impounding, including: discharging, dumping, and disposing of pollutants in violation of laws and regulations in drinking water source protection zones and core areas of natural reserves; Illegally discharging, dumping or disposing of wastes containing pathogens of infectious diseases, hazardous wastes, heavy metal-containing pollutants, persistent organic pollutants, or other harmful substances; etc.
