Abstract
These Measures are enacted to develop rural grassroots democracy, safeguard the legitimate rights and interests of the villagers, consolidate the organizational foundation and mass base of long-term rural social stability. The Measures consist of 29 Articles divided into 5 Chapters: General Provisions; Composition and Duties of the Villagers' Committees; Election of the Villagers' Committees; Democratic Management and Democratic Supervision; Villagers' Assembly and Villagers' Representatives assembly; Supplementary Provisions.
The villagers' committee is a grassroots mass autonomous organization of self-management, self-education and self-service of the villagers. It implements democratic elections, democratic decision-making, democratic management, and democratic supervision. Among the members of the villager's committee, there should be women members; and for the villages of the multi-ethnic inhabitants there should be members from ethnic groups which have smaller populations.
