Measures of Liaoning Province for the Protection of Cultivated Land Quality.

These Measures aim to protect the quality of cultivated land, improve soil fertility, maintain the ecological environment of cultivated land, and promote the sustainable development of agricultural production. The Measures consist of 28 Articles.
People's governments at all levels should incorporate the protection of arable land quality into national economic and social development plans, and allocate funds for monitoring and evaluating arable land quality, constructing standard grain fields, and improving soil organic matter, and promoting soil testing and fertilization techniques. Rural collective economic organizations or village committees shall sign agricultural contracting contracts with members of collective economic organizations, which shall clearly define the arable land fertility level, arable land maintenance obligations, and the responsibilities that should be borne if the obligations are not fulfilled.
