Measures for the Management and Construction of Small and Medium-sized Rivers.

These Measures are developed to promote the management of small and medium-sized river systems based on watersheds as units, standardize construction management, and give full play to project benefits. The Text consists of 27 Articles.
These Measures are applicable to small and medium-sized river management projects with a watershed area of 200-3000 square kilometers, mainly aimed at improving flood control and disaster reduction capabilities.
The governance of small and medium-sized rivers shall follow the principles prescribed in Article 3, including: system governance and overall planning; adapting to local conditions and ensuring ecological security; digital empowerment and intelligent management by establishing archives and cards for each basin, river, and project, so as to achieve information management throughout the entire process of small and medium-sized river governance; etc.
