Measures for the Management of Central Budget Investment on Special Projacts in Energy Saving and Carbon Reduction.

These Measures are developed to strengthen and standardize the investment management within the central budget for energy conservation and carbon reduction, improve the efficiency of central fund utilization, and mobilize the enthusiasm of social capital to participate in energy conservation and carbon reduction.
The investment shall focus on supporting key industries and areas in energy conservation and carbon reduction, as well as promoting circular economy to reduce carbon emissions. The key support projects include: (1) demonstration and application projects of advanced technologies for carbon peak and carbon neutrality. （2） Energy conservation and carbon reduction projects in key industries and areas. （3） Circular economy projects which support carbon reduction.
