Measures for the Management of Funds for Forestry Ecological Protection and Restoration.

These Measures are enacted to strengthen and standardize the use and management of funds for forestry ecological protection and restoration, promote the coordinated use of funds, improve the efficiency of funds utilization, and strengthen forestry ecological protection and restoration. The Measures consist of 30 Articles divided into 6 Chapters: General provisions; Scope of use of funds; Fund allocation; Fund distribution; Fund administration and supervision; Supplementary provisions.
The funds for forest ecological protection and restoration are jointly managed by the Ministry of Finance and the State Forestry and Grassland Administration. The Ministry of Finance is responsible for the medium-term financial planning and annual budgeting of forestry ecological protection and restoration funds, allocating and issuing funds in conjunction with the State Forestry and Grassland Administration, implementing the whole process budget performance management, strengthening the management and supervision of fund use; the State Forestry and Grassland Administration is responsible for the formulation of relevant plans, making suggestions on fund allocation, guiding, promoting and supervising local forestry ecological protection and restoration.
