Abstract
These Measures, consisting of 26 Articles, are enacted to strengthen the management of marine observing sites, and protect marine observing facilities and observing environment.
The Measures provide for the institutional arrangements for the unified planning, establishment and adjustment of national and local basic marine observation stations. Without approval, other units or individuals may not establish, change the marine observation stations, or change the observation elements and scale. The Measures further provide for the offences and penalties.
