Abstract
These Measures, consisting of 21 Articles, are enacted to standardize the management of special funds for land improvement and improve the efficiency of fund utilization.
The Ministry of Finance, in conjunction with the Ministry of Land and Resources, shall formulate three-year rolling plans and annual budgets for special funds. The key support areas of special funds include: (1) Subsidies for high-standard farmland construction; (2) Major land consolidation projects; (3) Reclamation of land destroyed by disasters; etc. Local finance and land resources departments should strengthen the supervision of special funds.
