Abstract
These Measures are enacted to strengthen the construction and management of the specified animal disease-free zones, effectively prevent, control and extinguish major animal diseases, promote the sustainable and healthy development of animal husbandry sector, and protect human health. The Measures consist of 29 Articles divided into 5 Chapters: General Provisions (I); Construction of the Specified Animal Disease-free Zones (II); Prevention, Control and Extermination of the Specified Animal Diseases(III); Quarantine and supervision (IV); Legal liabilities (V); Supplementary Provisions(VI).
The Measures provide for the principles for the construction and management of the specified animal disease-free zones and the responsibilities of the people's governments at or above the county level; stipulate the construction, application procedures and conditions for the the specified animal disease-free zones, and the management measures for the prevention, control and suppression of animal diseases.
The veterinary department of the people's government of the autonomous region, shall prepare the construction plan for the specified animal disease-free zones, and clarify the scope and types of the specified animal diseases. The construction of the specified animal disease-free zones should meet the requirements such as: no specified animal disease within the prescribed time limit; a sound animal husbandry and veterinary work system has been established; a natural or artificial barrier guarantee system and the ability to supervise the circulation of animals and animal products; a sound animal disease surveillance, animal epidemic information, animal health supervision information network system; the capacity on traceability of specified animal diseases and animal products, emergency response and comprehensive prevention and control; the immune effect of animal diseases which need compulsory immunization has reached the national standards.
