Measures of the Ningxia Hui Autonomous Region for Implementing the Organic Law of the Villagers' Committee of the People's Republic of China.

These Measures, consisting of 25 Articles, are enacted to ensure the implementation of the Organic Law of the Villagers'Committee of the People's Republic of China and develop democracy at the grass-roots level in rural areas.
The villagers' committee is a grassroots mass autonomous organization of self-management, self-education and self-service of the villagers. It implements democratic elections, democratic decision-making, democratic management, and democratic supervision. The township and town people's governments shall guide, support and assist the villagers' committees in carrying out their work, but shall not interfere with matters within the scope of the villagers' autonomy. The establishment, revocation and adjustment of the village committee shall be proposed by the township and town people's governments, and shall be reported to the county-level people's government for approval after discussion and approval by the villagers' meeting.
