Abstract
These Measures are enacted in accordance with the State Council's Regulations on Natural Disaster Relief, aiming to strengthen the relief of natural disasters and ensure the basic livelihoods and safety of life and property of the victims.
The Measures provide for: the preparation of emergency plans and preparatory work for the relief of natural disasters, including the construction of early warning capacity for natural disaster risks; emergency assistance; post-disaster relief; management of funds and goods used for disaster relief; legal responsibilities; etc. The people's government of the disaster-stricken areas shall provide transitional life assistance to the affected people who have no living sources, no self-rescue ability, and guarantee their basic living needs. The planning for post-disaster housing rehabilitation and reconstruction should be designed reasonably, and is conducive to disaster prevention and mitigation in the future.
