Measures of Ningxia Hui Autonomous Region for Tendering, Auction, and Listing of State-owned Land Use Rights.

These Measures are formulated iin accordance with the provisions of laws and regulations such as the Land Administration Law, the Implementation Regulations of the Land Administration Law, and the Interim Regulations on the Transfer and Transfer of Urban State-owned Land Use Rights, aiming to to standardize the transfer of state-owned land use rights, optimize land resource allocation, and establish an open, fair, and just land use system.
The Measures consist of 35 Articles divided into 5 Chapters: General provisions; General requirements; Procedural provisions; Penalties; Supplementary provisions.
The land reserve referred to in these Measures means the act of the people's government at or above the county level storing the land obtained through recovery, acquisition, and expropriation for development and construction, and reasonably allocating land resources (art.2). The following land may be included in the reserve scope: （1）State owned land lawfully recovered; （2） Land acquired; （3）Land acquired through exercising the right of first refusal; （4）Land that has completed the approval procedures for the conversion and expropriation of agricultural land and has been expropriated;（5） Other legally acquired land (art.6). When rural collective land is expropriated for reserve, the examination and approval procedures should be completed in accordance with the law (art.8).
