Measures of Shandong Province for the Administration on the Specified Animal Disease-free Zones.

These Measures are enacted to strengthen the management of unspecified animal disease areas, prevent, control and extinguish animal diseases, promote the development of animal husbandry, protect human health and maintain public health security. The Measures consist of 45 Articles divided into 7 Chapters: General Provisions; Planning and Construction; Prevention and Control of Animal Diseases; Quarantine of Animals and Animal Products; Supervision and Administration; Legal Liabilities; Supplementary Provisions.
The provincial competent animal husbandry and veterinary authority should develop the planning for the construction of the specified animal disease-free zones and the planning for the mandatory immunization program for animal diseases. Article 10 provides for standards to be satisfied by the specified animal disease-free zones. The competent animal husbandry and veterinary authorities shall regularly organize risk assessments on the status of animal diseases, and formulate or adjust corresponding animal disease prevention and control measures based on the assessment results. The Measures further provide for the quarantine procedures and requirements for importing susceptible animals and animal products into the specified animal disease-free zones, the management of animal trading markets in the specified animal disease-free zones, and biosafety measures for transit vehicles, etc.
