Measures of Shandong province for the implementation of the Organic Law of Villagers' Committees.

These Measures are enacted in accordance with the Organic Law of the Villagers' Committee of the People's Republic of China, aiming to ensure the autonomy of rural villagers, develop rural grassroots democracy, safeguard the legitimate rights and interests of the villagers, and promote the construction of a new socialist countryside. The Measures consist of 48 Articles divided into 6 Chapters: I General Provisions; II Composition and Duties of the Villagers' Committees; III Villagers' Assembly and Villagers' Representatives Assembly; IV Democratic Management and Democratic Supervision; V Accountability; VI Supplementary Provisions.
The villagers' committee is a grassroots mass autonomous organization of self-management, self-education and self-service of the villagers. It implements democratic elections, democratic decision-making, democratic management, and democratic supervision. The establishment, revocation and adjustment of the village committee shall be proposed by the township and town people's governments, and shall be reported to the county-level people's government for approval after discussion and approval by the Villagers' Assembly. Members of the villagers' committee are directly elected in accordance with the "Regulations of Shandong Province on the Election of Villagers' Committees ".
