Abstract
These Measures, consisting of 17 Articles, are formulated in accordance with the Law of the People's Republic of China on the Administration of the Use of Sea Areas, aiming to standardize the collection and management of sea area usage fees in this city, safeguard the rights and interests of national sea area owners and the legitimate rights and interests of sea area use rights holders, and promote the rational development and sustainable use of sea areas.
All units and individuals engaged in production and business activities within the jurisdiction of Shanghai's sea areas must pay sea area use fees, obtain real estate certificates, and obtain sea area use rights in accordance with the provisions of these Measures.
