Abstract
These Measures are formulated in accordance with the Emergency Response Law of the People's Republic of China.
The Measures consist of 46 Articles divided into 7 Chapters: General Provisions; Emergency Preparedness; Duty and Early Warning; Integrated Emergency Response; Rehabilitation and Reconstruction; Legal Liability; Supplementary Provisions.
The people's governments oat all levels are the administrative leadership organs for emergency response work, fulfilling the following responsibilities: （1）Incorporate the construction plan of emergency response system into the national economic and social development plan to ensure the funding required for emergency response work; （2 Establish and improve the responsibility system for responding to emergencies, strengthen supervision, inspection, and assessment; etc.
