Abstract
The purpose of these Measures is to timely release warning information to the public, ensurethe safety of public life and property.
The classification criteria for warning information levels shall be implemented in accordance with relevant laws, regulations, and policies; Generally, emergencies are classified into levels one, two, three, and four based on their urgency, trend, and potential harm, marked in red, orange, yellow, and blue respectively; Level One is the highest level. The early warning management department and unit shall establish and improve the grading and approval system for early warning information release.
