Measures for the Supervision and Administration of Coal Business Operations.

These Measures are formulated in accordance with the Coal Law and the Air Pollution Prevention Law of People’s Republic of China, aiming to strengthen the supervision and administration of coal business operations, regulate and maintain the order of coal business operations, ensure coal supply, and promote environmental protection. The Text consists of 32 Articles divided into 5 Chapters: General Provisions; Coal Business Operations; Supervision and Administration; Legal Liabilities; Supplementary Provisions.
National Development and Reform Commission shall strengthen policy guidance and support, establish and improve a sound coal trading market system, encourage qualified enterprises to participate in the work of coal emergency reserve and foster the key enterprises to support coal supply. Entities engaged in coal business activities shall register in the industrial and commercial administration departments. They shall comply with the relevant laws, regulations and rules, and the coal industry policies and industry standards to ensure the quality of coal and promote environmental protection. Provincial coal business operation supervision and management departments shall formulate layout planning of coal storage sites. The layout shall be in line with the overall planning of land use. Coal storage sites shall not be established in scenic areas, important eco functional areas and other environmentally sensitive areas.
