Abstract
The purpose of these Measures is to regulate the supervision and administration of inspection and quarantine of vegetables supplied to Hong Kong and Macao and ensure the quality, safety and stable supply of vegetables supplied to Hong Kong and Macao. The Measures consists of 71 articles divided into 7 Chapters: General Provisions; Filing Administration of Planting Bases; Filing Administration of Production and processing enterprises; Inspection and Quarantine; Supervision and administration; Legal Liabilities; Supplementary Provisions.
The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) shall take charge of the national supervision and administration of inspection and quarantine of vegetables supplied to Hong Kong and Macao. The entry-exit inspection and quarantine institutions established by the AQSIQ in all localities shall be responsible for the supervision and administration of inspection and quarantine of vegetables supplied to Hong Kong and Macao within their respective jurisdictions. The planting bases and the production and processing enterprises of vegetables supplied to Hong Kong and Macao shall be subject to the filing administration by the inspection and quarantine institutions. The AQSIQ and its inspection and quarantine institutions shall establish a risk warning and rapid response system for the vegetables supplied to Hong Kong and Macao. Planting bases and production and processing enterprises shall establish and improve a quality and safety control system for the entire supply process from planting, processing to leaving the border and a quality retracing system, and ensure that the vegetables supplied to Hong Kong and Macao meet the relevant inspection and quarantine requirements of the Hong Kong Special Administrative Region or the Macao Special Administrative Region.
