Abstract
These Measures, consisting 21 Articles, are formulated to implement the major decisions and arrangements of the Party Central Committee and the State Council on reforming and improving the system and mechanism to strengthen the management of grain reserve security, and regulate the credit supervision activities of grain enterprises.
The term "credit supervision" as mentioned in these Measures refers to the scientifically researching and judging the credit status of grain enterprises based on the credit information thereof, and conducting the hierarchical and classified supervision, for the purpose of promoting the law-abiding operation and integrity and self-discipline of grain enterprises. The credit information of grain enterprises includes the basic information of enterprises, the administrative punishment and reward information generated by the competent grain and reserve departments, and the credit information generated by other state organs.
