Measures of the Tibet Autonomous Region for Implementing the Organic Law of the Villagers' Committee of the People's Republic of China.

These Measures, consisting of 30 Articles, are enacted to ensure the autonomy of rural villagers, develop rural grassroots democracy, and safeguard the legitimate rights and interests of the villagers.
The Measures make provisions, for composition and duties of the villagers' committees, election of the villagers' committees, villagers' assembly and villagers' representatives assembly, democratic management and democratic supervision, etc. The villagers' committee is a grassroots mass autonomous organization of self-management, self-education and self-service of the villagers. It implements democratic elections, democratic decision-making, democratic management, and democratic supervision. The township and town people's governments shall guide, support and assist the villagers' committees in carrying out their work, but shall not interfere with matters within the scope of the villagers' autonomy. The villagers committee sets up committees for people's mediation, public security, public health, social security, culture, and education as needed. Members of the village committee can serve as members of the subordinate committee. Members of the People's Mediation Committee are elected by villagers' assembly or village representative assembly.
