Abstract
These Measures are formulated in accordance with the Water Law of the People's Republic of China, aiming to protect and improve the water ecological environment, prevent and control water pollution, ensure the safety of drinking water, maintain public health, promote the construction of ecological civilization, and promote the comprehensive, coordinated and sustainable development of the economy and society. The Measures apply to the prevention and control of pollution of surface water bodies such as rivers, glaciers, lakes, channels, reservoirs, and groundwater bodies within the administrative area of the Xinjiang Uygur Autonomous Region.
The Text consists of 42 articles divided into 7 Chapters: General Provisions (I); Planning, Supervision and Management (II); Water Pollution Prevention and Control Measures(III); Drinking Water Sources and Glacier Protection (IV); Emergency Treatment of Water Pollution (V); Legal Liabilities (VI); Supplementary Provisions (VII).
Business operators engaged in production, processing, tourism, catering, etc. in rural areas shall comply with relevant national and autonomous region regulations when discharging sewage. The relevant competent departments of the people's governments at or above the county level shall guide and supervise producers and business operators to take effective water pollution prevention and control measures to reduce water pollution. The agricultural and rural competent departments and other relevant departments of the people's governments at or above the county level shall encourage, support, and guide the development of ecological agriculture, promote efficient, low toxicity, and low residue pesticides. Farmland construction and land development should meet relevant environmental protection requirements. The Measures further makes provisions on the promotion of farmland irrigation water recycling, reducing the impact of farmland irrigation backwater on water quality, etc.
