Abstract
These Regulations aim at strengthening the administration of animal epidemic prevention, preventing, controlling, and exterminating animal epidemics, safeguarding the production safety of the breeding industry, and protecting public health and life safety. The Regulations consist of 6 Chapters: General provisions (I); Prevention of Animal Epidemics (II); Treatment of Animal Epidemic Situation (III); Quarantine of Animals and Animal Products (IV); Legal responsibility (V); Supplementary Provisions (VI).
The animal husbandry and veterinary competent authorities at or above the county level shall be responsible for the work of animal epidemic prevention within their administrative areas. The animal husbandry and veterinary competent authority of the Autonomous Region shall develop the regional animal epidemics mandatory immunization plan. The people's governments at or above the county level shall establish and improve the monitoring network and strengthen the monitoring of animal epidemic situation; formulate and improve the emergency plan and establish and perfect the system of emergency material reserve for major animal epidemic situation. The animal health supervision institutions of the people's governments at or above the county level shall, according to law, carry out quarantine on the animals and animal products.
