Abstract
These Measures are enacted to develop rural grassroots democracy, safeguard the legitimate rights and interests of the villagers, consolidate the organizational foundation and mass base of long-term rural social stability. The Measures consist of 29 Articles divided into 5 Chapters: General Provisions; Villagers' Committees, Villagers' Groups and Villagers' Representatives; Villagers' Assembly, Assembly of Villagers' Representatives, Assembly of Villagers' Groups; Democratic Management and Democratic Supervision; Supplementary Provisions.
The villagers' committee is a grassroots mass autonomous organization of self-management, self-education and self-service of the villagers. It implements democratic elections, democratic decision-making, democratic management, and democratic supervision. The villages' committees sets up a number of subordinate committees as needed to be responsible for people's mediation, public security, public health and family planning, religious affairs, civil affairs, education, women, and youth.
