National Animal Disease Surveillance Program (2026-2030).

This National Animal Disease Monitoring Plan (2026–2030), issued by the Ministry of Agriculture and Rural Affairs of China, aims at improving early detection, scientific warning, and prevention and control of animal diseases. It promotes an integrated monitoring system combining active and passive surveillance, routine and targeted monitoring, and pathogen and antibody testing. The Plan seeks to achieve comprehensive monitoring coverage of major animal diseases, key zoonoses, common diseases, exotic diseases, and emerging animal diseases.
The Plan identifies priority diseases and monitoring targets, including livestock, poultry, equines, special economic animals, fur animals, and pet animals. It provides for annual monitoring programmes, fixed surveillance sites, emergency monitoring, disease-free zone development, information reporting, data analysis, risk assessment, and technical guidance. The Plan assigns responsibilities to national and provincial veterinary authorities and disease control institutions, strengthens monitoring capacity and training, and requires the use of monitoring results to support disease risk management, policy development, and optimization of animal disease prevention and control measures.
