Abstract
The objective of this Plan is to strengthen the quality and safety supervision of aquaculture products, strengthen the risk warning and prevention of aquatic animal diseases, and improve the quality, safety, and biological safety level of aquaculture products.
The Plan focuses on monitoring key aquatic animal diseases in 30 provinces, autonomous regions, municipalities, and the Xinjiang Production and Construction Corps. The Plan targets diseases such as white spot syndrome, grass carp hemorrhagic disease, infectious hematopoietic necrosis disease, viral nervous necrosis disease, and others. The Plan includes random sampling and specific task assignments for disease monitoring. Provincial aquatic animal disease control agencies are required to promptly report disease outbreaks, issue warnings, and implement disease prevention and control measures based on active and passive monitoring results. Provincial agencies must report monitoring and analysis results to the competent authorities and provide feedback to monitoring sites with positive samples. They are responsible for isolating and restricting the movement of infected animals, conducting necessary culling and harmless treatment, and tracing the origin of pathogens. Additionally, they must upload sampling information and test results to the national monitoring system. The Plan also emphasizes the importance of technical support for positive farms, proper storage of pathogen samples and genetic sequencing results, participation in disease recognition and emergency response, tracking domestic and international disease trends, and risk assessment based on monitoring data. The relevant testing institutions shall be responsible for sampling, testing, and related epidemic investigation tasks, and the provincial aquatic animal disease control agencies shall send personnel to coordinate and arrange sampling. Monitoring points should comprehensively cover provincial-level or above aquatic original breeding farms, key seedling farms, genetic breeding centers etc. for relevant varieties. Sample collection should strictly comply with relevant national regulations.
