Abstract
This National Environmental Emergency Response Plan is formulated to respond to environmental emergencies in a scientific, orderly and efficient manner, and ensure the safety of people’s lives and property and the environment. The Plan is divided into seven Chapters: General provisions; Organization and command system; Monitoring and early warning and information report; Emergency response; post-emergency work; Emergency support; and Supplementary provisions.
Environmental emergencies refer to incidents that the pollutants or radioactive materials and other toxic and hazardous substances enter the atmosphere, water bodies, soil and other environmental media due to the discharge of pollutants, natural disasters, production safety accidents and other factors, which suddenly cause or may cause environmental degradation and endanger the health and property safety of the public, or cause damage to the ecological environment, or cause significant social impact, and need to take emergency measures to response, including air pollution, water pollution, soil pollution and other sudden environmental pollution incidents and radiation pollution incidents.
The Plan defines the specific standard of emergency classification from the aspects of casualties, economic loss, ecological environment damage, radiation pollution and social impact. It also details the response process, and systematically describes the on-site pollution disposal. The Plan also provides for national and local organization and command system structure and their corresponding responsibilities, early warning, monitoring and reporting measures, etc.
