Abstract
This National Plan for Emergency Response to Grain Emergencies is a sectoral policy document. It is developed in order to effectively monitor and control the abnormal fluctuations of the domestic grain market caused by various public emergencies or other reasons, ensure the supply of grain market, maintain the basic stability of grain market prices, and maintain normal social order and social stability.
This Plan is applicable to the response work in the procurement, allocation, processing, transportation, supply, import and export of raw and finished grains (including edible oil) in the event of a food emergency. The grain emergency status specified in this Plan is divided into two levels: national level (Level I) and provincial level (Level II).
When there are abnormal fluctuations in the grain market, the relevant provincial grain emergency work headquarters should immediately conduct research and analysis to guide the relevant regions to quickly take measures to stabilize the market. When confirming the occurrence of a provincial-level (Level II) grain emergency situation, it is necessary to immediately make emergency response according to the provisions of the provincial (district, city) grain emergency plan, arrange and deploy emergency work, and report to the Office of the National Grain Emergency Work Command. After receiving the emergency report from the provincial grain emergency work headquarters, the national grain emergency work headquarters immediately organized relevant personnel to quickly grasp and analyze the relevant situation, and made evaluations and judgments. When confirming the occurrence of a national (level I) grain emergency state, emergency response should be made promptly in accordance with the provisions of this Plan.
The National Development and Reform Commission and the National Grain Administration, in conjunction with relevant departments, are responsible for establishing a national grain monitoring and early warning system, strengthening monitoring and early warning analysis of the supply and demand situation in domestic and international grain markets, keeping track of the dynamic changes in grain market supply, demand, and prices at all times.
