Abstract
This Plan is an important part of the National Main Functional Areas Planning. It is the basic basis for promoting the formation of the layout of marine main functional areas and the basic and restrictive planning for the development of marine space. The planning scope is China's inland waters and territorial waters, exclusive economic zone and continental shelf and other jurisdictional sea areas.
According to the content of development, marine main functional areas can be divided into three functions: industrial and urban construction, agricultural and fishery production, and ecological environment services. According to the main function, the ocean space shall be divided into the following four categories: 1. the optimized development area refers to the sea area with high intensity of development and utilization, strong restriction of resources and environment, and urgent need of adjustment and optimization of industrial structure; 2. The key development areas refer to the sea areas which play an important role in the economic and social development of coastal areas, have great potential for development, have strong carrying capacity of resources and environment, and can carry out intensive and centralized development; 3. Restricted development zones refer to the sea areas with the main function of providing marine aquatic products, including those used to protect marine fishery resources and marine ecological functions; 4. Prohibited development zones refer to sea areas that play an important role in maintaining marine biodiversity and protecting typical marine ecosystems, including marine nature reserves.
