Abstract
This National Plan for Relief and Emergency Response to Natural Disasters is developed in order to establish and improve a rescue system and operational mechanism for responding to sudden major natural disasters, standardize emergency rescue behavior, improve emergency rescue capabilities, minimize losses to people's lives and property, ensure the basic livelihood of disaster affected personnel, and maintain social stability in disaster areas.
The Plan is divided into eight Parts: General Provisions; Organizational Command System; Disaster Early Warning and Response; Information Reporting and Release; National Emergency Response; Post Disaster Relief, Recovery and Reconstruction; Safeguard Measures; and Supplementary Provisions. This Plan is applicable to the national emergency rescue work in China where natural disasters occur. When a major natural disaster occurs in neighboring countries and has a significant impact on China, domestic emergency rescue work shall be carried out in accordance with this Plan.
The National Disaster Reduction Commission, as a comprehensive coordination agency for national natural disaster relief and emergency response, is responsible for organizing and leading the national natural disaster relief work, coordinating and carrying out special and major natural disaster relief activities. The National Disaster Reduction Commission establishes an expert committee to provide policy advice and suggestions on major decisions and plans for national disaster reduction and relief work, and to provide advisory opinions on disaster assessment, emergency response, and post disaster relief for major natural disasters in the country. To better regulate the work, related departments such as meteorology, water conservancy, land resources, ocean, forestry and agriculture should report to the committee in a timely manner if they forecast a disaster. Government civil affairs departments at or above county level should collect, analyze, and report the relief information on natural disasters to the committee and share information with others. Information on natural disasters should be publicized in a timely manner, correctly and transparently.
The national relief and emergency response to natural disaster can be classified into four levels based on factors such as the degree of harm caused by natural disasters. Level I response will be organized and led by the Director of the National Disaster Reduction Commission.
The government will provide relief funds, goods, equipment and facilities, as well as support in telecommunication, human resources and technology for the relief work on natural disasters.
