This No. 1 Provincial Document of 2023, as a policy document at the provincial level, is formulated to strengthen scientific and technological innovation and institutional innovation, firmly adhere to the bottom line of ensuring food security, preventing large-scale poverty, solidly promote rural development, rural construction, rural governance and other key work, and promote agricultural and rural modernization, build a strong agricultural province and beautiful rural areas.
The policy document proposes to focus on four tasks. The first is to accelerate the high-quality development of rural industries. Focusing on the six leading agricultural industries of grain and oil, vegetables, fruits, traditional Chinese medicine, dairy industry, and livestock and poultry breeding, fully implement the action to enhance the agricultural product processing industry, expand and strengthen leading agricultural enterprises, guide and drive the integrated development of rural primary, secondary, and tertiary industries, and further enhance the quality, efficiency, and competitiveness of Hebei's agriculture. The second is to focus on expanding channels for farmers to increase their income and become prosperous by strengthening the employment service guarantee for migrant workers, guiding them to return to their hometowns for entrepreneurship and innovation, stabilizing the employment scale, focusing on giving farmers more full property rights and interests, and helping them increase their income and become rich through multiple channels. The third is to promote solidly the construction of livable, business friendly, and beautiful rural areas by strengthening village planning and construction, carring out tasks such as rural toilet renovation, domestic waste and sewage treatment to improve the living environment, continuously strengthening rural infrastructure and public service construction, etc. The fourth is to improve the rural governance system by further improving and expanding the service functions in rural areas.
Further more, the policy document proposes to strengthen technological and institutional innovation by accelerating the pace of seed industry revitalization, strengthening the construction of innovation teams for modern agricultural industry technology systems, improving the level of infrastructure and equipment such as agricultural machinery, water conservancy, and agricultural disaster prevention, deepening the reform of rural land system and collective property rights system, further activating rural resource elements, promoting high-quality development of various new agricultural management entities, etc.
