Opinions on Combating Illegal Fishing Activities and Strengthening Port State Inspections and Management of Foreign Fishing Vessels.

This document is an official policy guideline to combat illegal fishing and strengthen port inspections of foreign fishing vessels is jointly released by the Ministry of Agriculture and Rural Affairs and five other departments, including the Ministry of Foreign Affairs, the Ministry of Transport, and the General Administration of Customs. The guideline aims to fulfill China's obligations as a responsible fishing nation and enhance global fisheries governance.
The guideline, issued after China’s accession to the UN FAO’s Agreement on Port State Measures, directs nationwide authorities to strengthen oversight of foreign fishing vessels entering Chinese ports. Emphasizing “zero tolerance” for illegal fishing, it requires stricter port entry reviews, publication of designated port lists, expanded reporting obligations, and denial of entry to vessels engaged in unlawful activities. The guideline also calls for impartial inspections, standardized port services, improved information sharing, and fair treatment of compliant vessels. In addition, it highlights the need for stronger inter-agency coordination and deeper international cooperation in fisheries enforcement.
