Abstract
This Plan is a sectoral policy document at national level, aiming at strengthening the protection and governance of rivers nationwide. It emphasizes implementing the national “River Strategy,” improving water security, and promoting harmonious coexistence between humans and rivers. Key goals include establishing a modern flood-control system, enhancing water-resource efficiency, improving ecological conditions of major river basins, and promoting water-culture heritage by 2035. The policy calls for optimized flood-control infrastructure, better monitoring and forecasting systems, strict enforcement of flood-risk management, and integration of engineering and non-engineering measures to increase resilience against extreme weather events.
Additionally, the Plan focuses on efficient water use, safeguarding drinking-water sources, enhancing water-environment management, and restoring river ecosystems through targeted regional actions. It promotes the development of a national water network, improved urban–rural water-supply systems, and expansion of renewable hydropower. The Plan also strengthens institutional mechanisms such as the river-chief system, market-oriented reforms in water management, legal protections, and technological innovation.
