Opinions of the General Office of the State Council on Accelerating the Construction of a Waste Recycling System.

These "Opinions" propose work objectives in two stages, 2025 and 2030. By 2025, a preliminary waste recycling system covering various fields and stages will be established, with significant progress in the recycling of major waste materials. The annual utilization of bulk solid waste such as tailings, fly ash, coal gangue, smelting slag, industrial by-product gypsum, construction waste, and straw will reach 4 billion tons, with a comprehensive utilization rate of newly added bulk solid waste reaching 60%. The annual utilization of major recycled resources such as scrap steel, copper, aluminum, lead, zinc, paper, plastic, rubber, and glass will reach 450 million tons. The annual output value of the resource recycling industry will reach 5 trillion yuan.
By 2030, a comprehensive, efficient, standardized, and orderly waste recycling system covering all aspects will be established. The value of various waste resources will be fully exploited, and the proportion of recycled materials in the supply of raw materials will be further expanded. The scale and quality of the resource recycling industry will significantly improve, and the overall level of waste recycling will rank among the best in the world.
The "Opinions" outline five key tasks and policy measures for waste management and recycling. These include: 1. Advancing precise management and effective recycling of waste, focusing on industrial, agricultural, and municipal waste. 2. Enhancing the utilization and reuse of waste resources through comprehensive strategies, including the promotion of recycled materials and the facilitation of second-hand commodity trading. 3. Strengthening the recycling of key waste materials, considering factors such as resource value and recycling complexity. 4. Cultivating and expanding the resource recycling industry by promoting industrial development, supporting key enterprises, and standardizing industry practices. 5. Improving policy mechanisms to address challenges, including enhancing support policies, land management, technological innovation, and the application of recycled materials.
