Opinions of the State Council on promoting the revitalization of dairy sector and ensuring the quality and safety of dairy products.

These Opinions are formulated to promote the high-quality development of dairy sector and further strengthen the supervision of dairy product quality and safety.
The Opinions, consisting of 22 Sections divided into 6 Parts, put forward measures for: 1. strengthen the whole process control of dairy product production. Implement the responsibility for quality and safety of dairy enterprises, strictly control the use and supervision of feeds, veterinary medicines and other inputs in dairy farming, implement the dairy quality and safety monitoring plan, improve the dairy quality and safety risk assessment system. 2. strengthen the control and supervision on infant formula milk powder, by strengthening the formula registration management of infant formula milk powder products, and prohibiting the import of large package infant formula milk powder for repackaging in China. 3. establish enterprise integrity files, promote the sharing of dairy enterprise credit information, implement the dairy enterprise "blacklist" system and strengthen public supervision.
