Abstract
The purpose of these Measures is to strengthen the management of poultry business, prevent and control the occurrence and spread of infectious diseases, protect public health. The Text consists of 34 Articles divided into 6 Chapters: General Provisions (I); Live Poultry Business Administration (II); Production Management of Fresh Poultry Products (III); Safety Risk Management (IV); Legal Liabilities(V); Supplementary Provisions(VI).
Poultry business mentioned in these Measures refers to business operation behavior of poultry including wholesale, retail, centralized slaughtering of edible artificial breeding chickens, ducks, gooses, pigeons, quails and other live and fresh poultry products. The live poultry operation restricted areas shall be set in the cities at or above prefectural level in the Pearl River Delta and other densely populated cites at prefectural level. Centralized slaughtering and cold chain distribution shall be implemented in live poultry business restricted areas. Chapter 2 and Chapter 3 regulate the establishment of live poultry markets and live poultry slaughters, obligations of individuals and enterprises engaged in poultry business, and duties of competent authorities. Live poultry slaughtering plants shall establish the meat quality and safety management and traceability system, and assist with the animal health supervision institutions to carry out slaughter quarantine related work. The fresh poultry products shall be attached with the animal quarantine certificate, quarantine marks, and meat quality inspection qualified symbol; product identification shall be marked on the products in accordance with the relevant provisions of the name, place of origin, manufacturer, production date, shelf life and other contents. Measures on safety risk management including inspection and supervision are provided for in Chapter 4. In addition, Offences and penalties are further stipulated.
