Abstract
This Outline on the Development of Chinese Children (2021-2030) is a medium- and long-term plan for implementing the basic national policy of protecting children's rights. The main objectives of the Plan are: by 2030, the system of laws, regulations and policies protecting children's rights will be improved, while the gap in children's development between urban and rural areas, different regions and groups will be narrowed significantly.
The Outline on the Development of Chinese Children (2021-2030) specified 70 major objectives and 89 measures, focusing on children's health, safety, education and four other aspects.
The Plan seeks to improve the nutritional status of children. The measures proposed include: Pay attention to the nutrition of children in the first 1000 days of life, and carry out nutrition and diet evaluation guidance before pregnancy and during pregnancy and childbirth; Promote breastfeeding, and strengthen the construction of maternal and infant facilities in public places and workplaces; Popularize the knowledge and skills of reasonably adding complementary foods for children over 6 months of age; Monitor and evaluate children's growth and development, strengthen individualized nutrition guidance, and ensure adequate nutrition for children; Strengthen food education, guide scientific and balanced eating and movement, and prevent and control overweight and obesity among children; Strengthen nutrition and health education and dietary guidance in schools, kindergartens and nurseries; Increase the popularization of knowledge about the prevention and treatment of iodine deficiency disorders; Improve the food labelling system.
The Plan seeks to strengthen the supervision of children's food safety. The measures proposed include: Improve the children's food safety standard system; Strengthen the safety supervision of infant formula food and auxiliary food for infants and young children, and strengthen the sampling inspection and monitoring of infant formula milk powder products and the punishment of unqualified food; Implement the main responsibilities for food safety management of schools, kindergartens and nurseries, eliminate potential food safety hazards in all aspects of children's group meals, and strengthen food safety supervision in and around schools; Strictly investigate and deal with food safety violations.
The Plan also require to crack down on cyber crimes that violate children's legitimate rights and interests, and strictly investigate and punish the use of child labor and other illegal and criminal acts.
