According to the document, building a quality strong country is an important measure to promote high-quality development and promote the transformation of China's economy from an large economy to a strong economy. It is also an important way to meet the needs of the people for a better life. The Outline proposes eight key tasks. One is to promote the development of economic quality and efficiency through enhancing the driving force of quality development innovation, establishing green direction for quality development, etc. The second is to enhance the competitiveness of industrial quality. The third is to accelerate the upgrading of product quality, including: to improve the quality and safety level of agricultural products, food and drugs, optimize the supply categories of consumer goods, and promote the quality of industrial products towards the mid to high end, etc. The fourth is to improve the quality of construction projects. The Fifth is to increase the supply of high-quality services. The Sixth is to enhance the quality and brand development capabilities of the enterprises through accelerating the innovative application of quality technology, improving the level of comprehensive quality management, and creating well-known domestic and international brands. The seventh is to build high-level and high-quality infrastructure through optimizing the management of quality infrastructure, strengthening the capacity building of quality infrastructure, and improving the service performance of quality infrastructure. Focusing on the above-mentioned key tasks, the Outline has synchronously deployed seven major projects, including regional quality, product quality, engineering quality, service quality, brand building, quality infrastructure, and quality safety. It also proposes: to carry out a series of innovative measures such as digital empowerment of quality management; to strengthen the construction of cold chain logistics facilities for agricultural products, food and drugs, improve the information traceability system, and achieve full-process traceability of key categories of products; to improve the medical quality management system, improve urban and rural medical service networks; the pass rate of routine monitoring of agricultural product quality and safety and the pass rate of food sampling inspection have reached more than 98%.
