Abstract
The purpose of these Measures is to ensure food safety and guarantee the health of the general public. The text consists of 62 Articles divided into 6 Chapters: General Provisions (I); Ordinary Provisions (II); Small Food Production and Processing Workshops and Food Vendors (III); Supervision and Administration (IV); Legal Liabilities (V); Supplementary Provisions (VI).
The municipal and district/county people’s governments shall respectively establish their food safety committees to coordinate, plan and guide the food safety work and formulate policies and measures for food safety supervision and administration. The Municipal Food and Drug Supervision and Administration Department shall, jointly with other departments, establish and improve the food safety risk monitoring and risk assessment system. In the absence of national standards for food safety, local food safety standards may be formulated. The Measures further provide for: obligations of food producers and business operators in carrying out their activities; licensing requirements for food producers and business operators; food inspection activities; requirements for the import and export of food; handling of food safety accidents; legal liabilities; etc.
