Abstract
These Provisions are formulated for the purpose of maintaining the order of public security in coastal areas and at sea, strengthening the administration of border security of coastal ships, promoting the economic development of coastal areas, and safeguarding the legitimate rights and interests of crew members and fishermen.
The Provisions are applicable to all kinds of ships berthing, sailing and engaging in production operations in the territorial waters of China. The Provisions consist of six Chapters: General provisions; Management of certificates for going to sea; Management of ships and their personnel; Management of ships and crew members engaged in joint venture and cooperative business operations as well as ships and crew members of Hong Kong and Macao Special Administrative Regions; Legal liabilities; Supplementary provisions.
