Abstract
These Provisions are formulated in accordance with the Regulation on the Implementation of the Food Safety Law of the People's Republic of China for purposes of regulating the formulation and publication of the list of non-food chemicals, and other substances probably harmful to human health, that are added or may be added to food (non-edible substances).
The list of non-edible substances shall be formulated in accordance with the principles of rule of law, scientific rigor, and openness, with the purpose of ensuring food safety and safeguarding public health. The State Administration for Market Regulation, together with the National Health Commission and other departments, shall formulate and publish a list of non-edible substances.
