Provisions of Guangxi Zhuang Autonomous Region on the Application of the the Discretionary Powers in Imposing Agricultural Administrative Penalties.

These Provisions are enacted to standardize agricultural administrative penalties, ensure that agricultural administrative authorities exercise fair and equitable discretion powers in imposing administrative penalties, ensure the legality and rationality of administrative penalties, and to protect the legitimate rights and interests of citizens, legal persons and other entities.
The Provisions make provisions for: principles, applicable rules for exercising the discretion powers in imposing administrative punishments and the administrative punishment benchmarks in the administration of seed and seedling, new plant variety protection, pesticides, fertilizer registration, agricultural product quality and safety, agricultural genetically modified organisms safety, agricultural environment and basic farmland protection, plant quarantine, edible strains, wild plant protection, etc.
