Provisions of Hainan Special Economic Zone on Prohibiting Disposable Non-degradable Plastic Products.

These Provisions are enacted to to prevent the pollution of disposable non-degradable plastic products, and protect and improve the environment. The Provisions consist of 30 Articles.
The production, transportation, sale, storage, and use of the disposable non-degradable plastic bags, plastic tableware and other plastic products shall be prohibited in Hainan Special Economic Zone (art.2).
People's governments at or above the county level should strengthen leadership over the prohibition of production, transportation, sales, storage, and use of disposable non-degradable plastic products, formulate work plans, and establish coordination mechanisms, organize, coordinate, urge relevant competent authorities to perform their duties of supervision and management, and incorporate the required funds into their fiscal budgets at the corresponding level.
