Abstract
These Provisions are formulated to regulate the administration of natural resources, promote the administration according to law, enhance the scientificity and democracy of the administration of natural resources, and protect the legitimate rights and interests of the citizens, legal persons, and other organizations.
The Provisions consist of 58 Articles divided into 6 Chapters: General Provisions (I); General Provisions for Hearings (II); Scope and Procedures of Ex Officio Hearings (III); Scope and Procedures of Hearings on Application (IV); Legal Liabilities (V); Supplementary Provisions (VI). County-level and above people's governments' competent natural resource authorities, in accordance with their duties or at the request of the parties involved, organize hearings, which are applicable to these regulations (art.2). Hearings shall be organized by the competent authorities responsible for making administrative penalty decisions, administrative licensing decisions, formulating regulations and normative documents, and implementing matters requiring government approval (art.3).
